The purpose of the article is to analyze the socio-cultural factors of corruption in the context of the development of independent Kazakhstan. The authors suggested that socio-cultural factors are one of the determining factors in the occurrence of corruption. The following were identified as key factors: cultural crisis and the dominance of the cult of mass consumption; legal nihilism, lack of dialogue between the authorities and society; low civic activity of the population; low level of transparency of the authorities. Each of the listed factors was considered in detail based on official statistical data, as well as authoritative foreign organizations. The results of the analysis confirmed that socio-cultural factors contributed to the deep penetration and development of corruption in the country by taking root in social norms, distorting social values and culture of society, and adopting false norms of public life. All this suggests that it is necessary to increase the attention of the state and society, as well as the manifestation of will and great efforts in promoting reforms in the fight against corruption.
