The effective use by the state apparatus of modern political and managerial technologies of political management is a condition and mechanism for the sustainable development of the social and cultural and spiritual spheres of society, the economy and the political and ideological system, the structure of value orientations and political preferences of citizens. The purpose of using these technologies should be the formation of public authorities and local self-government in accordance with the free will of citizens (electorate).
At the same time, world experience shows the growing influence of various information and communication technologies of manipulation of mass consciousness and behavior on electoral behavior, primarily implemented through the Internet. The use of these technologies is initiated (including from outside the country) in order to aggravate the political situation, destabilize government institutions and delegitimize political regimes. The impact of manipulative technologies on the electoral process entails extremely negative consequences for both the state and society, including in the form of various kinds of "color revolutions".
The article examines the complex of problems of strategic management of electoral processes; analyzes the electoral process as a mechanism of interaction between the state and civil society; reveals the features of political management of the electoral process, determined by the presidential form of government in modern Kazakhstan.
