This article is part of a larger project called «Evolution and Transformation of Value Orientations in Kazakhstani Society from the Independence». This study analyzes the World Values Survey (WVS) data from Kazakhstan for the years 2011 and 2018. The study also presents the ideas of the analysis of the state program «Rukhani Zhangyru», which identified as an endeavor by state institutions to transform society via governmental programs.
The paper aims to examine the evolution of value orientations in Kazakhstan between 2011 and 2018 in the context of modernization and governmental cultural policy. Utilizing Inglehart and Welzel’s theory of modernization and postmodern values, alongside Gramsci and Hall’s theory of cultural hegemony, this analysis evaluates both the internal dynamics of societal value orientation changes, as evidenced by the empirical data from the World Values Survey, and the external impact of the ideological framework of cultural norms.
