It is proved that for the intellectual modernization of Kazakhstan it is necessary to pay increased attention to those paradigms of the development of science and culture that fully correspond to its socio-cultural code. It is shown that it is possible to synthesize the ideas of V.I. Vernadsky and practices built on the teachings of the Sufis. Development of V.I. Vernadsky, in particular, the neural network theory of the noosphere, allows, in particular, to explain the extremely high efficiency of the Sufi orders, which actually reorganized the socio-cultural code of the peoples inhabiting a vast territory from Altai to Crimea. The tools underlying Sufi practices had a direct impact on the transpersonal level of information processing, the existence of which is also proved within the framework of the neural network theory of the noosphere on a purely rational basis. These tools – already at the next stage of historical development - can be used for the purpose of intellectual modernization of Kazakhstan, which is more than urgently needed. Synthesis of Sufi practices with the ideas of V.I. Vernadsky, modernized using the modern theory of neural networks, leads to the concept of noosufism, aimed at the transition to a cognitive society through purposeful management of processes occurring at the transpersonal level of information processing. An important area of activity here is the use of the resources of the professional collective unconscious to improve the effectiveness of teaching in higher education. The interpretation of learning as a directed reconstruction of the student’s intellect is given. The basis for this is the thesis about the dual nature of human intellect and consciousness, which also follows from the neural network theory of the noosphere. The expediency of publishing textbooks of the “noosufi style”, designed to ensure the use of resources of transpersonal information objects, is substantiated. The basic criteria that such textbooks must meet are formulated.
