The state policy in the field of digitalization of higher education in Kazakhstan plays an important role in the development of universities’ educational processes. This article presents the results of in-depth interviews with 10 experts and representatives of government agencies in the field of undergraduate and postgraduate education in Kazakhstan, as well as with the coordinators of international student exchange programs. The study examined issues, such as the development of digital educational services in the country over the past two decades, and the compliance of domestic universities with international standards of digital education. Special attention is paid to the impact of the pandemic and current geopolitical events. During the discussion of the level of digitalization of the world’s leading universities, experts analyzed the teachers’ degree of adaptation to new digital tools and the competitiveness of Kazakhstani students. The respondents discussed successful initiatives and strategies for cooperation with the private sector and ensuring access to educational resources for students from remote regions. Based on the data obtained, the authors have developed recommendations for the further development of digital services in the higher education system of Kazakhstan. The policy of digitalization of higher education in the Republic of Kazakhstan is an important issue that requires thorough research.
